太湖文化论坛介绍

太湖文化论坛是继博鳌亚洲论坛之后，参照达沃斯论坛的模式和经验创立的，中国首个旨在推动中国文化发展、促进中外文化交流的全国性社会团体。其宗旨和目标是以中国为立足点，面向世界，致力于中华传统文化的历史传承和现代化发展，促进中华文化与世界文化的交流对话，通过为、企业和学术界提供一个共商中华文化与世界文化发展问题的高层对话平台和机制，打造一个开放、多元、包容的国家级、国际化文化论坛品牌，为建设和谐文化、和谐社会、和谐世界做出应有的贡献。

太湖文化论坛年会拟每两年举办一届，重点研讨当前国际社会面临的人类文明发展、文化交流与合作等最紧迫的问题，寻求解决这些问题的切实可行的全球合作机制，以构建平等互利、协作共赢、和谐发展的国际环境，加强中外文化的交流与合作。

About World Cultural Forum (Taihu, China)

World Cultural Forum (Taihu, China) is a national non-governmental organization, founded by following Boao Forum for Asia, and consulting the mode and experiences of the World Economic Forum, to promote development of the Chinese culture and cross-cultural communications between China and foreign countries. The aim of World Cultural Forum (Taihu, China) is, taking china as the standpoint, to commit itself to the historical inheriting and modern development of the Chinese traditional culture, promote communications and dialogues between the Chinese culture and world cultures, build an open, multiplex, tolerant character of national and international cultural forum through providing the government, enterprises and academic circles with a platform and mechanism of high-level dialogues on the development of the Chinese culture and world cultures, and make contributions to the building of harmonious cultures, harmonious societies and a harmonious world.

World Cultural Forum (Taihu, China) plans to hold a conference biyearly. It will focus on probing into the most urgent issues such as the development of human civilizations, cultural communication and cooperation etc. that the international society today is facing to, and seeking viable mechanism of global cooperation for resolving these problems, so as to build the international environment of equality and mutual benefit, coordination and altogether wins, harmonious development, and to enhance the exchanges and cooperation between Chinese and foreign cultures.

政治局委员、国务委员刘延东在太湖文化论坛首届年会开幕式上提出四点倡议

站在21世纪的第二个十年的起点上，人类究竟以什么样的态度来对待文明的多样性，决定着世界的未来。为推进多样文明的对话交流，促进和谐世界建设，在此提出四点倡议。

第一、要相互尊重、平等相待。要本着平等和尊重的原则，在坦诚交流中加深了解，求同存异，理性看待分歧，最大限度地寻求共识。要充分考虑各国不同的国情、文化特点、发展阶段，理解并尊重各国选择社会制度和发展道路的自主权。

第二、要相互学习、取长补短。各种文明应该以更加开阔的视野和更加包容的精神，在全球格局中交流互补，以吸取丰厚资源，获得借鉴和启迪。

第三、要与时俱进、传承创新。时代在发展，人类在进步，各种文化都需要紧跟时代的步伐，吐故纳新，推陈出新，创新思想内容和表现形式。要善于运用现代科技手段和传播方式，保持旺盛生命力。

第四、要人人参与、人人共享。要拓宽渠道，丰富载体，创造条件，吸引社会各界人士广泛参与，感受文化交流的魅力。要通过人民之间的相知和互信，牢牢奠定国家友好的基础和社会基础。特别是要鼓励更多的青年人，加入到文化交流的行业，让隔阂与冲突不再延续，让和平与友谊代代相传。

Four Proposals at the Opening Ceremony of the First Conference of World Cultural Forum (Taihu, China) by LIU Yandong, Member of Political Bureau of the CPC Central Committee and State Councilor

At the starting point of the second decade in the 21st Century, the world’s future depends on the human’s attitude towards cultural diversity. In order to facilitate the dialogues and exchanges of diversified cultures and promote the building of a harmonious world, we have put forward the following four proposals.

First, we should respect each other and treat each other on an equal footing. In line with the principles of equality and respect, efforts should be made to deepen understanding, seek common points while reserving differences, view divergences rationally and seek consensus to the greatest extent in sincere exchanges. We should take the different national conditions, cultural features and development stages of various countries into sufficient consideration, understand and respect the rights of various countries to choose respective social systems and development paths.

Second, we should learn from each other’ strong points and offset each other’s weaknesses. Various cultures should, through a broader vision and with a more inclusive spirit, exchange and complement each other in the global landscape so as to absorb rich resources and obtain references and enlightenment.

Third, we should keep pace with the times, carry forward traditions and conduct innovation. With the times developing and humans progressing, the cultures should all follow pace of the times and innovate the contents and expressions of thoughts. We should be good at making use of technological and transmission means and maintain exuberant vitality.

Fourth, everyone should get involved and share their experiences. Efforts should be made to broaden the channels, enrich the carriers, create the conditions, attract the extensive participation of the people from every part of the society and feel the charm of cultural exchanges. The public and the social bases for the friendly relationships between countries should be firmly established through the mutual understanding and trust among people. In particular, more young people should be encouraged to engage in cultural exchanges, put an end to estrangements and conflicts, and enable peace and friendship to be handed down from one generation to another.

Myriad of objective facts in the first decade of the new century fully indicate that pursuit of peace, development and cooperation is the strong aspiration of all peoples in the world and the basic trend of human civilization as well. We must sum up historical experience, ride the tide of our times, preserve people’s wellbeing by holding high the banner of peace, development and cooperation, discussing seriously the major programme of enhancing dialogue and cooperation among civilizations to promote harmony and development in the world, which needs the power of culture to face the common challenge of the time, to promote new progress in the human civilization and to boost lasting peace and common prosperity of the world.

Facing to the various global challenges, let us treat each other equally and exert our own strengths to form synergy that will see us through the difficulty of our time. Cultural diversity is the fundamental characteristic of human society. We must respect cultural diversity. Only with respect of cultural diversity can the power of cultural diversity be pulled together to leverage each other’s strengths and complement one another. Intercommunity of civilizations must be cherished and developed, and dialogue and communication must be boosted, so as to play out the best of varied countries and nations to form a synergy. This is the key to successful response to shared challenges and realization of shared development.

Facing to the ceaselessly changing world, let us intensify dialogue, enhance mutual trust, cooperate for mutual benefit and co-exist in harmony. Transforming and adjusting the original international pattern and interest structure must be viewed and treated with long-term strategic perspectives. Let us expand consensus and lift trust on the basis of respecting differences and equal dialogue for the developmental direction to more justice, fairness and all-win scenario in the international order.

Let us uphold peaceful, harmonious and sustainable development in front of a fresh prospect for great development. Peace protects and promotes development, which in turn has the power to preserve peace. Poverty is the impediment to harmonious development. Poverty should be shaken off through development. Ecological improvement should be scaled up with coordinated actions of all countries in the light of new view to ecological civilization on our way to green and sustainable development and reshaping harmony between man and nature.

Culture is the reflection of the survival state and desire of a certain human population in a certain region in a given historical context which, in turn, plays an active role in promoting people’s survival and development. The cultural exchanges between different countries, different nations and different regions are, after all, the exchanges of human thinking and emotions and the communication between the hearts of the people.

The seemingly fragile culture is actually strong. So long as we may, through cultural channels, reach a broad common understanding on the concept of peaceful development and harmonious coexistence and put it into effect in the development of the relationships between nations, countries and civilizations, the development of human civilization will enter a new realm.

Looking back the last decade, human civilization experienced unprecedented challenges. The problems of social harmony during China’s economic development should be regulated with moral forces besides the market and government. The aim of economic development is for the happiness of the people which is embodied in the constant improvement in living quality. The improvement in living quality includes the harmony between human and nature and interpersonal harmony, namely, social harmony. Third, economic development and cultural development should go hand in hand.

The affairs of different countries should be decided by the peoples of different countries, and the affairs of the world should be decided by the peoples all over the world together. It is my optimistic expectation that a new situation of real harmonious development in human’s modern history will be created which is characterized by political equality and mutual trust, economic win-win cooperation and cultural exchanges and complements.

The human history is a history of cross-cultural exchanges, and the respect for cultural diversity is the precondition for dialogues, communications and cooperation. It is not only a major concern of the humans, but also a pressing task to put forward new concepts, establish new ideas and put new rules into practice. The unity of knowing and doing should be the common promise between different cultures.

各国的事情由各国人民做主，世界的事情由世界人民共同做主。创建政治上平等互信、经济上合作共赢、文化上交流互补的人类现代历史上真正和谐发展的新局面，我对此抱有乐观的期待。人类历史是一部跨文化交流的历史，尊重文化的多样性才能对话、沟通、合作。提出新观念，确立新思路，实践新规则，不仅是人类重大关切，而且十分紧迫。坐言起行，知行合一，应是不同文化之间的共有约定。

We champion the consensus of action as follows:

1. Pool the common aspiration of all peoples in pursuit of peace, development and cooperation.2. Pursue “international justice” and eliminate human poverty to achieve common prosperity.

3. Respect differences and tolerate diversity to transcend cultural chasm for communication among civilizations.
